			<content:encoded><![CDATA[<p>The latest statistics from Crimestoppers indicate a continuing increase in support from the community for the anonymous service.</p>
<p>In March, the Call Centre received more than 1,200 calls. This is the highest monthly total, by more than 100, achieved in the first 30 months of operations. It is also the highest call rate (39 per day) and the highest number of calls with enough information for police to consider taking action (more than 400).<br />
In 30 months, Crimestoppers has received more than 23,500 calls with nearly 8,000 calls having information sufficient for police to consider taking further action. </p>
<p>“This increasing community use of the Crimestoppers 0800 555 111 line and the online message form confirms that there is a growing percentage of the community becoming more aware of the opportunity Crimestoppers provides to give information about crime and criminals anonymously,” says Lou Gardiner, CEO Crimestoppers.</p>
<p>“The anonymity offered empowers the individual to do something about crime in their community.” </p>
<p>There is no doubt the more information, in both quality and quantity, the Police receive about crime will drive up the crime resolution rate and in time push down the level of offending. Ultimately, a high resolution rate becomes a crime prevention strategy, as opportunists decide not to follow through with committing crime, as the chances of being caught are too high. </p>

<p><strong>Message &#8211; 31 March 2011</strong></p>
<p>I have just been reading a terrific little book called FRESH START &#8211; A practical guide for women wanting to be free from abuse.  This book is put out by the National Collective of Independent Women&#8217;s Refuges Inc and has some great advice for women who find themselves in abusive relationships.  A quote I often used, albeit, in slightly different words, is also used in this book</p>
<p><strong>&#8220;ALL WOMEN AND CHILDREN HAVE THE FUNDAMENTAL RIGHT TO LIVE FREE FROM FEAR AND VIOLENCE&#8221;</strong></p>
<p>I am writing this today as I have been flicking through this book over the last week and today Meads, the horse owner/trainer was sentenced to life in prison for the murder of his wife, leaving two children without a mother. It had been a violent relationship and the victim had tolerated it even when she had been severely injured to the extent her parents moved closer to support her. This case also highlights that this domestic violence and abuse behaviour does not have economic barriers. Victims often stay in the relationship because they are embarassed and that they think that they may be the cause. My message to them is that this behaviour cannot, and should never be excused, under any circumstances.</p>

<p>White Ribbon day is almost upon us again and it is very timely to turn our attention to the violence that exists in many domestic environments in New Zealand today.  November 25th provides an opportunity for all New Zealanders to focus and reflect on the behaviours that constitute domestic violence and what can be done to reduce incidences of this behaviour.<br />
This violence can be psychological and physical and occurs within a family environment, where the stigma associated with the behaviour, often ensures that it remains a family secret. While this situation continues the issues cannot be addressed and appropriate assistance provided by the agencies that exist to do that.<br />
The Government sponsored program “it is not okay” has raised the awareness of this problem within our community as has the almost daily media reports of the often tragic consequences of domestic violence. Every five weeks in New Zealand a person is killed by a partner or ex-partner; on a regular basis, the most vulnerable in society, very young children, are killed and the Police manage between 4 and 5,000 incidents per year involving child abuse.<br />
These figures are a poor reflection on any society and most people are keen to do something about it. Ignoring instances of domestic violence, in all its forms, fails the victims of these crimes.  It is understood how difficult it is to provide information about such crimes, especially if it involves family members. However, if one personalises such crimes and ask “if they were a victim would they like someone to help them”. The answer is obvious. Those trapped in such situations often suffer long term physical and psychological effects.<br />
Crimestoppers now provides a very safe and secure way of providing information anonymously. No one will know where the information has come from but the victims of domestic violence are provided a “ladder” out of this destructive environment. Anonymity empowers individuals to take effective action against a crime that can remain hidden and guarantee that it remains generational within family groupings.<br />

<p>Nelson Police are still searching for information that will help locate missing Nelson teenager Leo Lipp-Neighbours.</p>
<p>Next week marks the second anniversary since the 19 year-old disappeared on 24 January 2010.</p>
<p>Since that time Police have followed up numerous lines of inquiry and possible sightings of Leo&#8217;s distinctive Toyota Corolla, but are yet to receive one positive piece of information.</p>
<p>Detective Senior Sergeant Wayne McCoy said his team had not given up in its search for clues into Leo&#8217;s disappearance.</p>
<p>&#8220;Two years down the track we still haven&#8217;t had any information that has enabled us to progress this case. In these situations it&#8217;s very frustrating for the investigation team and extremely distressing for Leo&#8217;s family. We would dearly love to get closure for his parents and we&#8217;re not giving up.</p>
<p>Senior Sergeant McCoy said he believed someone out there knows what has happened to Leo and his car.</p>
<p>&#8220;My message to anyone who knows something is, do the right thing and speak up now.&#8221;</p>
<p>Senior Sergeant McCoy said anyone with information they would like to pass on could contact Nelson Police, Ph 546 3840.</p>

<p>The last known sighting of Leo was at 4.00a.m. on Sunday the 24th January, 2010, at his friend’s flat in Nelson. Leo is 19 years old,183cm tall, slim build, blue eyes, caucasian.</p>
<p>He, and his bright orange coloured Toyota Corolla Station Wagon registration NQ7258, have not been seen or heard from since.</p>
<p>It is hereby notified that a reward of up to FIFTY THOUSAND DOLLARS ($50,000) will be paid for material information or evidence, which leads to the locating of Leo LIPP-NEIGHBOURS, and his Toyota Corolla motor vehicle.</p>
<p>Crimestoppers will determine the amount of the reward to be paid, and will, if necessary, apportion payment where there is more than one claimant.</p>
<p>This offer shall remain in force until further notice.<strong> </strong></p>

<p>On Tuesday the 28th of April 1998 Claire HILLS, also known as Lisa, aged 30 years, was murdered in her car on Mangere Mountain in Mangere Domain, Auckland.</p>
<p>Claire lived in the suburb of Herne Bay and was due to start work as the manager of McDonalds Auckland International Airport at 3.30am.</p>
<p>At approximately 6.00am, Claire&#8217;s body was found in her black Mazda 323 hatchback, registration number UH8807.</p>
<p>Her body had been doused in petrol before both she and her car were set alight.</p>
<p>This murder remains unsolved.</p>
